Due to the effects of the cyclone which thereafter grew stronger transforming into typhoon No. 4, during September 22nd - 26th, 2011, it has rained heavily with accompanying strong winds in some areas of the Thua Thien Hue province. According to a brief report from the Committee for Storm and Flood Control (CSFC), rainfall measured from 19h on September 25th to 13h of September 26th at Kim Long station on the Perfume River is at 64,0 mm, at the Phu Oc station on the Bo river is at 89,0 mm and at the Phong Binh station on the O Lau River is at 69,0 mm. The water level at the stations on the river bank (at 13 o'clock on September 26th) is as follows: on the Perfume river at Kim Long station: 1.17 m; 0.7m over alarm I; on the Bo River at Phu Oc Station: 1.62 m; 0,12m over alarm I; the O Lau River in Phong Binh: 1.74 m, 0.54 m over alarm II.

Located in the estuary, Tam Giang lagoon, Huong Phong and Hai Duong communes acted as a water container for the entire province where water from heavy rainfall poured in from upstream passing through the villages of Thanh Phuoc and Thuan Hoa in Huong Phong then flowing out through the sea port where Hai Duong is located, before joining the ocean. Heavy rains during four consecutive days flooded some local roads passing through Thanh Phuoc and Thuan Hoa villages and Highway No.49, between the villages of Thuan Hoa and Van Quat Dong. This also flooded almost all roads inside the villages of Huong Phong commune from 0.2 - 0.4m. Mr. Ngo, the Vice Chairman of Commune People's Committee, Standing Deputy head of Huong Phong CFSC said: "All forces are on duty 24/24 during the last two days of September 25th and 26th. The rescue means provided by Community based Disaster Risk Mitigation and climate change adaptation; especially the portable aluminum boats have been really useful and effective. The Village Management Board is able to use this boat to travel easily when checking all areas of the village, and can also be very convenient for transporting food relief. "
Along the Highway No. 49 is only water. Fortunately, all summer-autumn rice area of Huong Phong and Hai Duong communes has already been harvested and up to the time being there has been no serious damage (10h am on September 27th 2011). Particularly in Hai Duong, a sea dam has eroded from the coast to the military station about 300m and some other embankment along the Tam Giang.
According to weather forecasts, today on September 27th 2011, due to the typhoon, there is still heavy rain from Nghe An to Quang Nam. Nevertheless, after landing at 4am on the same day, the wind and the influence of the typhoon has decreased and has fallen into a small low pressure area. Circulation of the typhoon is no longer able to cause heavy rain as forecasted. In the city of Hue during the lunch hours, the sky became cloudy and with a bit sun. Water has also begun to withdraw slowly on the roads. People living in low-lying roads and water-logged will be able to start cleaning their houses and streets.
