Participating in the "Information Workshop on the National Master plan for the Implementation on the Third Circle UPR’s Recommendations Accepted by Viet Nam"

 

As a CSO (Civil Society Organisation) observer at the United Nations Economic and Social Committee (UN ECOSOC), SRD was invited to attend the "Information Workshop on the National Master plan for the Implementation on the Third Circle UPR's Recommendations Accepted by Viet Nam", which was held by the Ministry of Foreign Affairs in coordination with the United Nations Development Program (UNDP) in Viet Nam on September 4, 2020 at Hanoi. Attending the seminar were Deputy Minister of Foreign Affairs and Member of the Party Central Committee - Mr. Le Hoai Trung, a number of representatives of departments and institutes under the Ministry of Foreign Affairs, Ministry of Industry and Trade, Ministry of Planning and Investment and Ho Chi Minh National Academy of Politics as well as local and international NGOs. On the side of international organizations, there are UNDP Chief Resident Representative in Viet Nam - Mrs. Cailin Wiesen together with representatives of several embassies of Asian and European countries in Viet Nam.

 

 

The Universal Periodic Review on Human Rights is one of the most important mechanisms of the United Nations Human Rights Council with a view to reviewing the human rights situation in all UN member countries, thereby promoting push countries to fulfill their human rights obligations and commitments. In this third cycle, the General Assembly of the United Nations on human rights requested that Viet Nam conducted an implementation review of 291 recommendations from 193 United Nations member states. Under the direction of the Prime Minister, the Ministry of Foreign Affairs has presided over and coordinated with relevant ministries to review. As a result, 241 recommendations out of 291 recommendations were approved by Vietnam to implement the activities. On the basis of accepting 241 recommendations from countries and international organizations, the Ministry of Foreign Affairs has developed a Master plan for the Implementation and submitted it to the Prime Minister for approval. At the Workshop, representatives of the Ministry of Foreign Affairs introduced Master plan for the Implementation on the Third Circle UPR's Recommendations Accepted by Viet Nam, which was approved by the Prime Minister in Decision No. 1974 / QD-TTg dated 31st December 2019, as well as shared useful information and experiences on the role of UN agencies in supporting the implementation on UPR recommendations.

 

Discussing at the Workshop, the SRD's representative - Mr. Nguyen Phu Hung clearly stated that the Ministry of Foreign Affairs and other ministries should pay attention to the role of local and international organizations in accompanying to the State management agencies to supervise the implementation of these recommendations. This is based on the grounds that these organizations have a close connection with local communities and there are also a number of international organizations with financial resources to support Viet Nam in implementing tasks such as poverty reduction, improving living standards of people in mountainous areas, especially ethnic minorities, who are considered to be one of the vulnerable groups.
