Project Completion Workshop: PLUM project - Phase 2

The project completion workshop of the "Participatory Land Use Management project, Phase 2 - PLUM2" which funded by Manos Unidas was organized on September 27th 2016. There were 102 delegates including leaders from Thai Nguyen Provincial People's Committee, Phu Luong and Phu Ninh District PC; and Phu Tho USTA, Departments of Forestry, Agriculture and Agricultural Extension of Thai Nguyen province, of Phu Luong district as well as representatives of households who are the direct beneficiaries from 5 projected communes. The workshop also had the participation of media agencies which are the Television and Radio Station of two projected districts.

The workshop was aimed at sharing the results of project and its impact after 3-year implementation and showing the two provinces' commitment to sustaining and replicating the positive activities when the project ended. Furthermore, a project's publication of "stories of change from community" which written by local residents was introduced to attended participants.

According to project results of two projected provinces, there are some highlight achievements:

• 5 households replanted protection forest by indigenous trees with total area of nearly 5ha.
• 131 households were permitted to harvest almost 280 ha of Acacia forest by Thai Nguyen PPC and Phu Luong DPC, in which 15 households replant protection forest by indigenous trees.
• FPIC has been applied to solve difficult issues such as road clearance for building, public meeting for discussion about and agreement on a convention on forest protection and management.
• Some households applied the "waste free closed-loop farming" model to process agricultural residues, raise red-worms for poultry's foodstuff instead of industrial food in order to limit the usage of chemical fertilizers.
• 2 chicken raising groups in Phu Luong has signed supply contracts with 2 safe-food companies.
• Local authorities in Phu Luong has replicated the PLUM2 model to 3 non-projected communes and mainstreamed into the district's SEDP in 2017.

Sharing at the workshop, Mr. Pham Binh Cong – the Chairman of Phu Luong DPC cum the Director of PMU said: "We have worked hard to implement the project for the positive results. We feel satisfied when Phu Luong district departments of Forestry, Agriculture and Agricultural Extension supported households to harvest Acacia planted forest of protection forest planning. In addition, 2 of 20 families have currently raised chickens by red-worms to provide for clean-food companies, which is also a positive signal. Many local people are confident and having experience in poultry farming and diseases prevention. They have actively increased their farming scale. However, there still have a few depending on support of the project and SRD."

Mr. Vu Van Phan - Head of Thai Nguyen Provincial Department of Forestry Protection expressed his appreciation to the result of the project "I am very interested in this project, especially the protection forest planning and replant them with indigenous trees. More importantly, pending the harvesting and rehabilitating protection forest, the project did undertake an array of creative activities for people to enhance family incomes as well as reduce forest-dependence. I am impressed with model of red-worms raising for poultry foodstuff because it helps people to generate more profits, address the environmental issues and produce clean food. Taking the role and responsibility of this position, I commit to support the local people who living within 6 communes in Phu Luong district (including 3 projected communes) in reviewing and replanting protection forest with indigenous trees in 2017 and in the coming years."

On behalf of the households those having Acacia forest under protection forest planning, Mr. Hoang Van Hoc shared "We always complied with the Government regulations. Since our Acacia forests of our neighbors was planned, illegal logging has hardly happened. Local people also want reforestation by indigenous trees. However, we look forward more specific policy mechanisms, such as policy for supports for reforestation with indigenous trees, funds for forest protection after harvesting, economic-development programs for people in the neighborhood". Mr. Hoc is the Head of Dong Nghe 2 village, Dong Dat Commune and also responsible to be the Head of management board for forest protection.

Representing SRD, Mrs. Nguyen Kim Ngan, Deputy Director of SRD express her appreciation to the contribution and cooperation of the relevant stakeholder from leaders, officers as well as the beneficiaries within 11 areas/villages in 5 projected communes during project implementation process. "I am really impressed with two projected provinces, especially the Phu Luong DPC of its decision of allowing people to grow Acacia forest, facilitating to support and promoting the cooperation between livelihood groups with clean-food purchasing companies in Thai Nguyen, replicating the best approach in other non-projected communes and mainstreaming this model into its SEDP in general and of the Agriculture and Extension Department in particular. I do hope that the positive outcome of the project would be maintained"- Ms. Nguyen Kim Ngan shared.

On this occasion, the publication "Stories of change from community" was also introduced to all attended participants. This book was written by local residents based on real stories. All participants were attracted by its eye-catching, simplicity design with truthful stories, especially a poem on project models was composed by a local resident.

The project completion workshop has ended with fully emotion of all relevant stakeholders from local people, project coordinator of SRD and officers at provincial and district level whom had closely worked together over the past three years implementation of the project.
