BUILDING THE FOREST CHANGE MAPS OF TAM QUANG AND TAM DINH COMMUNITIES ON TERRA-I

Within the framework of the Project "Empowering social organizations and local communities to effectively participate in the implementation of Vietnam's emission reduction program (ER-P)", funded by the World Bank through the Asian Network of Sustainable Agriculture and Natural Resources (ANSAB - Nepal) coordinated and implemented by the Center for Sustainable Rural Development (SRD) from June 2018 to June of 2019. At the end of 2018, SRD & Center for Environment and Biological Resources (CEBR) organized workshops and training activities to identify capacity gaps, information and mechanism needed for local community to participate in the Emission Production Program in North Central Coast provinces. The reasons for ineffective participation of communities and stakeholders are weak capacity, limited monitoring methods and lack of appropriate mechanisms. Therefore, SRD in collaboration with CEBR and the International Center for Tropical Agriculture (CIAT) decided to pilot using the near real-time vegetation change monitoring system (Terra-I) to develop a near real-time forest change independent monitoring system for CSOs and local community in Tam Dinh and Tam Quang communes, Tuong Duong district, Nghe An province.

To start, officials from SRD and CEBR have had a 4-day training course (from 23 to 26 April, 2019) on the Terra-I system as well as developing map of Tam Quang and Tam Dinh communes on Terra-I with CIAT's Terra-I expert before organizing workshops, training and field surveys in Tuong Duong districts, Nghe An province in May. In the training course, the officials of SRD and CEBR have practiced Sentinel-1 image’s pre-processing steps (noise filtering, image correction, image’s filter and image geometry correction). From that, the appropriate threshold for each type of forest of Tam Quang and Tam Dinh communes based on the calculation of indicator images for data analysis purposes was given. The QGIS software was used to analyze the map data of 2 communes and then the experts run the process map to finalize the results of forest change detection combined with forest inventory map data to identify the type of forest. Although there are still some difficulties related to programming, the results of the training are very good that the trainees can download photos and process the satellite images to detect the deforestation in the communes.
