Setting up Information Warning Systems in 3 Communes of Hai Lang District, Quang Tri Province.

The three communes Hai Chanh, Hai An, Hai Vinh of Hai Lang district, Quang Tri province are areas with high risk of natural disasters. There is also a high population of low-income and disabled populations in these districts, who are the most vulnerable subjects when a disaster occurs. Meanwhile, loudspeaker system, which is one of the main tools for communication and dissemination of the information warning system, has been damaged, degraded and cannot reach all villages throughout commune. In some villages such as Tay Tan An (Hai An commune), in order to warn people when there is a storm, the village chief has to directly notify through a hand-held loudspeaker.

Old information warning systems

To resolve this problem and contribute to the disaster preparation and response capacities of these communities, in June 2015, the Centre for Sustainable Rural Development (SRD) conducted a survey and assessed the loudspeaker system of the three communes above. This survey served to gain information to plan for the construction and strengthening of the current disaster information warning system.

Setting up new information warning systems

This activity is in the framework of the project “Inclusive Disaster Risk Reduction for people with disabilities” in Hai Lang district, Quang Tri Province (VM053) funded by DFAT and Caritas Australia through SRD. Through this activity, the information warning system of the three communes were equipped with loudspeakers, sound amplifier, microphone and signal wire that connect directly from broadcasting point to villages and some high-risk regions in the village. Furthermore, households in critical areas with difficult circumstances and disabilities will be equipped some basic preventive measures such as: handheld loudspeakers, life jackets, life buoys, rain coats, helmets, signal whistles, as well as community support groups. Along with the information warning system, these preventive measures will help reduce risk in times of natural disasters (especially with the upcoming rain season), and also enhance the resilience and resistance of the project communities in general.
