The Mekong Delta Forum

The Vietnam Union of Science and Technology Associations (VUSTA) is a socio-political organization of intellectual science and technology including 63 local associations, 86 scientific and technical associations and more than 500 non-public science and technology organizations. Many organizations in VUSTA have been cooperating with partners in the Mekong Delta to implement community solutions, adapt and mitigate the impacts of climate change that have made profound achievements, actively contributed to the policies, strategies of the Party and State on sustainable development in the Mekong Delta. 

In June 2019, in support to the 2019 Mekong Delta Forum chaired by the Ministry of Natural Resources and Environment, VUSTA held the Workshop "Strengthening the participation of Science and Technology organizations and Civil Socity Organizations in the sustainable development of the Mekong Delta”. The workshop aimed to mobilize the participation of scientists, professional associations and non-public science and technology organizations in contributing proposals from research to the application and implementation of community initiatives in the Mekong Delta. Recommendations and specific solutions that were in various fields such as sustainable energy transformation, adaptive agriculture model and plastic waste reduction were submitted. 

In December 2019, within the framework of the Initiative Forum of VUSTA, VUSTA in collaboration with UNDP, Vietnam Cooperative Union, and TE-FOOD International organized a workshop on “Promoting the application of high technology to improve agricultural value chain for sustainable agriculture in Ho Chi Minh City. The workshop aimed at focusing on the establishing and maintaining sustainably an agricultural value chains and low-emission agriculture. The workshop witnessed the signing ceremony of cooperation agreement between partners in agricultural value chain and the establishment of Coprmart Supermarket Alliance.

More significantly, in the context of the EU-Vietnam Free Trade Agreement (EVFTA) signed in Hanoi and officially came into effect that would be a stimulation for Vietnam's export. The agreement creates opportunities to diversify market and export products, particularly agricultural and aquatic products as well as Vietnamese products which have competitive advantages. 

Agriculture plays an important role in determining the success of Vietnam's integration and sustainable development. New generation free trade agreements such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the EVFTA, etc. contains important regulations related to the opening market and favorable conditions for agro-forestry-fishery sector.

Although the EVFTA brings to Vietnam's agricultural industry huge advantages, EU is a complicated market. Besides opportunities, there will always be challenges. There would be technical barriers such as chemical issues, food safety issues, and legal barriers that force us to change to meet their requirements. 

Sustainable development and climate change adaptation are also two of the important issues that should be mentioned in the Mekong Delta Sustainable Master Plan. To develop the Mekong Delta, the vital factors are regional connectivity; strengthening the coordination role of State Administrative Agencies and the multi-stakeholder cooperation.

On October 28, 2020, in Can Tho, following the success of the previous workshops, VUSTA organized the The Mekong Delta Forum. The Forum had nearly 90 delegates representing leaders the People's Committee leaders, Department of Agriculture and Rural Development, research institutes, experts in making policies and strategies for regional development, and scientific and technical associations in the Union's province members. The Forum aims to i) Review specific initiatives, solutions and policies for sustainable development of the Mekong Delta in different sectors from agriculture, water resource management, and sustainable energy transformation; ii) Promote inter-regional and multi-stakeholder cooperation, including State Administrative Agencies, enterprises, civil society organizations and international organization in providing solutions for sustainable agricultural development; Promote the application of science and technology for smart agricultural production, sustainable energy transformation and climate change adaptation. The reports addressed challenges and orientations for sustainable development of the Mekong Delta in the context that Vietnam has a deeper integration with international markets.

Two representatives from the Center for Sustainable Rural Development - Director Vu Thi Bich Hop and Deputy Director Nguyen Phu Hung presented two reports which were "The process of building Nationally Determined Contributions (NDC) and the national action plan to implement the Paris Agreement on Climate Change" as well as “Opportunities and challenges of agricultural industry when participating in the EVFTA agreement; Climate Change Adaptation”.

All delegates agreed on the crucial role of the Mekong Delta in the national development process as well as the enormous challenges of climate change. For the development of the Mekong Delta, the issue of sustainable management of water resource, adaptive agricultural in regional linkages, and integration are extremely essential determining all the successes or failures of regional sustainability in the future.
