PROMOTING COOPERATION BETWEEN THE DEPARTMENT OF CLIMATE CHANGE AND NON-GOVERNMENT ORGANIZATIONS

       Following the successful cooperation on climate change response activities between the Department of Climate Change (DCC) and non–government organizations (NGOs), a Memorandum of Understanding, for the period of 2019-2023, was signed between the DCC and various Vietnamese NGOs on March 6th 2019.

       Over the past few years, the DCC, NGOs in the Network of Vietnamese NGOs and Climate Change (VNGO & CC) and the Climate Change Working Group (CCWG) has cooperated successfully. Some of their results can be found in publications on sustainable livelihoods with climate change, in the criteria for evaluating examples of climate change responses, which contributed to National Determined Contribution (NDC) and National Adaptation Plan (NAP), as well as participant views at international conferences. This cooperation has helped the state's policies and programs on climate change become practical, reflect the experiences of the community and to be promptly implemented in the community. The NGOs are also updated with major orientations and policies of the state to integrate into the community supporting plan.

       According to the Memorandum of Understanding for the period of 2019-2023, the parties will strengthen the cooperation in raising awareness and capacity among agencies on climate change. They will do this by, sharing information on climate change response projects, experiences and lessons learned by NGOs at the local level, and by promoting international cooperation and discussion in order to develop projects responding to climate change. Government agencies will regularly communicate and discuss about collaborative activities to propose new initiatives and implement agreed contents, which will be evaluated by periodic reports.
       On the basis of the contents in the Memorandum, the parties will annually exchange, share information, and develop a plan of coordination and activities. In 2019, the DCC will continue to coordinate with NGOs to develop the National Adaptation Plan (NAP), review and update the NDC, prepare Vietnam's climate change policies to implement the Paris Agreement, and attempt to participate in global climate change negotiations in COP 25.
