SUMMARY

EMH forest planter is an important actor in most timber supply chains in Vietnam. Challenges for EMH forest planters to engage into the ExEu timber supply chain were: timber size is too small to process and produce wood products; most timbers from EMH forest planter have entered into timber supply chains through other actors without legal status; there has existed disputes on forestlands; forestlands have had no land use right certificate; and EMH forest planters have limited awareness and knowledge on VPA FLEGT and related legal regulations. To help EMH forest planters overcome these challenges to engage into the ExEu timber supply chain in particular and the legal timber supply chain in general, a number of suggested policy interventions should be formed and implemented. They include: speeding forestland allocation to households; promoting linkage among EMH forest planters and between them and wood enterprises; supporting EMH forest planters to develop large timber plantation; and enhancing EMH forest planter’s awareness and knowledge on VPA FLEGT and related legal regulations.
