BRIEF REPORT ON DEVELOPING AN INDICATOR FRAMEWORK AND DATABASE FOR VPA/FLEGT MONITORING AND EVALUATION IMPACTS ON ETHNIC MINORITY
VPA/FLEGT agreement between Vietnam and the European Union (EU) was signed on 19th October 2018 and is valid from 1st June 2019. The Agreement is issued together with the Prime Minister’s Decision No. 1642/QD-TTG dated 14th November 2019. According to Annex IX, the economic, social, and environmental impacts of the implementation of the Agreement will have to be monitored and evaluated (M&E), and, based on that, propose appropriate measures to minimize any possible negative impacts on ethnic minorities (EM) and related local communities, households, and timber industry as per the commitment in Article 16 of the Agreement. To achieve this, the framework for monitoring and evaluation of VPA/FLEGT has been developed and approved by Joint Implementation Committee’s (JIC) Decision No.2/2021.Until now, the indicator for measuring VPA FLEGT impacts on EM has not been identified, meanwhile, it is necessary to develop a comprehensive set of indicators to identify how and to what extent the implementation of VPA FLEGT affects the EM. Accordingly, the study’s objectives are: (1) Develop the indicator framework for measuring VPA FLEGT impacts on EM; (2) Understand the operation of the timber supply chain to EU at the study sites; and (3) Identify the impacts of VPA FLEGT on EM.
