Climate Smart Agriculture (CSA) – Challenges and Solutions

Climate Smart Agriculture (CSA) has become the subject attracting the interest of many stakeholders, from governmental authorities, non-governmental organizations (NGOs) to private business. In the framework of the 21st Conference of Parties to the United Nations Framework Convention on Climate Change (COP21) in Paris, Mr. Cao Duc Phat – Minister of the Agriculture and Rural Development - participated in the experience exchange and sharing on CSA, in the forum "Global Alliance on Climate Smart Agriculture".

With the desire to mobilize non-governmental organizations in advancing CSA processes in Vietnam in upcoming time, on December 21st 2015 in Hanoi, the Steering Committee for Climate Change Mitigation and Adaptation (OCCA) – the Ministry of Agriculture and Rural Development - in collaboration with the Centre for Sustainable Rural Development (SRD), the Vietnamese Non-Governmental Organizations and Climate Change (VNGO-CC) Network and the Climate Change Working Group (CCWG) held the workshop "Promoting Climate Smart Agriculture (CSA) in Vietnam: Challenges and Solutions". The workshop attracted the participation of nearly 90 guests from the relevant authorities, member organizations of the VNGO&CC network, the CCWG and media, etc. Mr. Dinh Vu Thanh – Deputy Director General of Department of Science Technology and Environment, chief of OCCA office and Mrs. Vu Thi Bich Hop – SRD Executive Director, chair of the network steering committee chaired the workshop.

At the workshop, the participants shared and discussed the benefits of implementing CSA, CSA deployment levels in the world, ASEAN's financial chance for the development of CSA under the UNFCCC and other programs of the UN. The content of policies, programs, and practice models relating to Vietnam's CSA were also shared.

The comments and recommendations by delegates to promote CSA in Vietnam focused on: enhancing coordination between the stakeholders (governmental authorities, local authorities, NGOs, businesses) in the implementation and expansion of CSA practice models; capacity building for officers from agricultural extension at grassroots level; the role of communication - particularly communications for behavior change; and sharing information between the parties through forums and workshops, etc.

It was expected that after the workshop, the OCCA would coordinate with the VNGO&CC and CCWG to produce a draft for specific collaborations, such as building CSA schemes or frameworks in rural development; selecting CSA models for Vietnamese Agriculture with additional adjustments to allow dissemination and replication; promoting the participation of the related parties such as enterprises, farmers, policy-makers, etc.

This workshop was in the cooperation plan to coordinate and share information on climate change response activities of the agriculture and rural development sector between OCCA, VNGO&CC and CCWG.

The overview of the workshop

Climate-smart agriculture (CSA) is an integrative approach to address these interlinked challenges of food security and climate change that explicitly aims for three objectives together at different scales - from farm to landscape – at different levels - from local to global - and over short and long time horizons, taking into account national and local specialties and priorities.

CSA is composed of three main pillars:

- Sustainably increasing agricultural productivity and incomes;

- Adapting and building resilience to climate change;

- Reducing and/or removing greenhouse gases emissions, where possible.
